The mother only gives birth to innocent children and the father gives them upbringing, but it is the shared moral responsibility of the society and the government to make them policy makers. Since, the social environment in which the child is brought up, what he sees, what he grows up feeling, he does exactly what he has grown up seeing since his childhood. I have no hesitation in saying or writing that criminals are found everywhere, be it country or state, village or city, road or parliament, but their parents are not at all responsible for their being criminals.
Then who is responsible for someone being guilty?
